These notes prepared by the director of the Anglican Centre in Rome included an email indicating that they were prepared for Archbishop George Carey or Bishop Mark Santer, Anglican co-chair of ARCIC-II until 1999. The Anglican Consultative Council was meeting in Dundee, Scotland and was expected to discuss The Gift of Authority on September 21. Bishop Baycroft was concerned that the publication of a new Enchiridion Indulgentiarum might lead to questions during the ACC debate.
