This draft letter does not indicate the sender, but presumably it was to be sent by Cardinal Kasper, the president of the PCPCU, or Bishop Brian Farrell, then secretary of the PCPCU. The eventual letter could have been adapted. Although unstated, the letter may have been more than a mere courtesy. It could have been intended to preempt controversy in the American Catholic press about the continuing dialogue.
